Children with Disabilities Team

The Children with Disabilities Team is based at the Education Development Centre in Pelsall. It is currently made up of a Team Manager, a Senior Practitioner and 7 qualified social workers. The team provides a borough wide service for children with disabilities.

The Children with Disabilities Team offers a social work assessment and care planning service to children and young people aged 0-18 years who have a ‘permanent and substantial’ disability and who live within the Walsall Local Authority Area.

Description

When the assessment identifies that a child with disabilities requires specialist support the Children with Disabilities Team will work with the child and the family to make a plan that will help to achieve good outcomes for the child. The plan may include direct payments and/or short break support. In line with the principles of the Children and Families Act 2014 the child and family is encouraged to work with the local authority in a joint collaboration to make the best possible plan for the child/young person. The Team took on responsibility for investigating child protection concerns involving children with disabilities from January 2015.

The majority of children in Walsall who require services will receive them through universal provision within their local community. The same should be true of any child with a disability. Only when it has been identified, via the Multi Agency Screening Team (MAST) that the impact of a permanent and substantial disability on the child’s life is too great to be addressed by universal provision or targeted provision, should a referral for an assessment be made to the Children with Disabilities Team.

The initial decision regarding eligibility for referral to the Children with Disabilities Team will be made by the Multi Agency Screening Team (MAST) in consultation with the Children with Disabilities Team Manager or Duty Officer, taking into consideration the eligibility criteria.

If the available information is insufficient to make a decision as to whether the child meets the criteria for a service, the Children with Disabilities Team will offer the child and family an assessment to understand whether a child has needs relating to their care and disability. The threshold criteria matrix tool is used by the Team to identify needs. On the basis of the assessment the child will be accepted as meeting the Children with Disabilities Team criteria for a service. If however the assessment concludes that the child/ young person’s needs are best met through step down to Early Help or to another specialist service then transfer will take place following assessment and with a clear plan of appropriate services as to the needs and outcomes for that child.
